You want to do Research Masters or PhD in Australian Universities, then it is the time to find the suitable supervisor and if he/she agrees to supervise you, the you apply for RTP or other scholarships offered by that specific university
Time for Application
You can apply any time for PhD candidature. And applications are considered twice for the scholarship. For the July –August session, one needs to apply by May and for February session, one needs to apply by 30 September or 31 October depending on the university. Deadline varies with universities to universities. For research masters, they are the same.
IELTS & Contacting Professors
Along with your search for supervisor, you have to prepare for IELTS as IELTS is required for getting a scholarship and Australian visa. Minimum 6.5. Some universities need 7 or 7.5. The more is the score, the better than the chance of scholarship. The more is the sugar, the sweeter it is.

To get a supervisor in your field of interest you have to search the profiles of lecturers’ to professors’ in the field /subject/faculty/school in which you want to do PhD in the university websites.

Read the recently published papers of the teachers. Write a letter/email to the teacher, if you find his work interesting. Don’t forget to mention that you have read this or that paper and want to do a research masters or PhD in that field. Also do not forget to relate your previous work or projects or interest in the fields relevant to professors with a short to the point description.
Always remember while emailing professor that he /she will not be impressed by your gold medals or CGPAs or fancy names of your degrees of projects. But he will be impressed by if you are useful to his/her work/lab. Are you compatible with his/her lab work . Do you understand professor work
Read the conclusion or future direction very carefully of professor. You may find a clue for writing a project proposal from this part.
Don’t send the same letter to all the professors. You must give some hints that you have researched on his profile and studied his publications.
Don’t neglect lecturers in these universities as lecturers do supervise PhD students in Australia.
For scholarships, always look at the university website. They always mention about scholarships in which you are eligible. Apply for the university admissions and scholarships in consultation with the Australian professor, who agrees to supervise you.
Also one observation :
CGPA>3.5 or around 75% marks, you may have good chances of scholarship. But you must take a try for a scholarship if you have CGPA 2 or above
